Chief Executive OfficerPOSITION SUMMARY
The Chief Executive Officer (CEO) reports to the Governing Board,
and is responsible for the fiscal, operational, legislative,
regulatory, and human resources operations of the Plan. The CEO
also serves as an internal sounding board to the senior management
team, is visible and engaging with employees, listens to members
and their needs, and maintains outstanding provider relations
skills and abilities. The CEO leads the executive team and provides
leadership, direction, and administration of the Health Plan.In
cooperation with the Governing Board, the CEO develops, recommends
and implements the organization's strategic goals and objectives by
managing, leading, and directing executive-level staff to achieve
the organization's mission, vision, philosophy, culture, strategy,
and annual goals, objectives, and financial targets; directs and
oversees the development of financial and other metrics to measure
organizational performance; and interacts frequently with the
public, governmental organizations, affiliated organizations,
providers, employers and other stakeholders. The CEO is the
spokesperson for the Plan.

RESPONSIBILITIES
Governing Board and Related
- Maintain a strong working relationship with the Governing Board
and its committees.
- Actively participate in the Governing Board's annual and
strategic planning processes.
- Provide complete, accurate and timely reports to the Governing
Board on a monthly, quarterly, and annual basis. The form of
presentation to be at the discretion of the Governing Board.
- Function as the Governing Board's duly authorized
representative, including the execution of legal documents on
behalf of the Plan.
- Financial and Administrative
- Develop and implement an annual business plan and budget.
- Establish, maintain, and monitor all corporate policies,
procedures, and processes to ensure ongoing compliance with all
applicable rules and regulations.
- Be an advocate for the development of new policies, programs
and strategies that advance the Plan's mission and core values and
meet the needs of the underserved.Stakeholder Engagement
- Provide legislative advocacy and leadership, strategy
development, and policy analysis related to the maintenance of the
health care safety net and advances access to care for all
residents of San Diego County.
- Participate in, and interpret for staff and Board members, the
status of federal, state, and local health care political
environments to help optimize the Plan's strategic and operational
decisions.
- Actively engage with federal, state, and local leaders,
colleagues, and professional and industry associations, and
affiliated organizations in matters related to Medi-Cal and
Medicare, such as the California Association of Health Plans
(CAHP), Local Health Plans of California (LHPC), and the
Association for Community Affiliated Plans (ACAP).
- Develop and maintain good relationships with varied sectors of
the community.
- Initiate outreach events and messaging and function as a
liaison with community groups and public agencies to promote the
mission of the organization and to gain support for organizational
initiatives. Ensure the Plan always maintains a positive public
image.Staff Engagement and Related
- Develop and maintain a positive working relationship with all
senior management staff. Continually evaluate the leadership team
and the Plan's operations to always maintain organizational
stability. Exercise authority to hire and fire all staff.
- Provide leadership, coaching, mentoring, guidance, and support
to both direct and indirect reports. Has the ability to delegate
effectively and hold the senior team accountable.
- Establish and maintain internal communications to promote the
mission and provide a work environment with high ethical standards,
where staff can be effective, engaged and provide quality service
to all customers, internal and external.Other Duties and
Responsibilities
- Develop, promote, and direct activities that promote the Plan's
commitment and adherence to the core principals of the Triple Aim -
which includes improving the overall health of the Plan's
population, improving each individual's health care experience, and
reducing costs through increased operational efficiency and
effectiveness.
- Closely monitor all systems and processes to ensure compliance
with regulatory rules and regulations.
- Monitor developments in healthcare reform and financing at the
federal, state and county levels and ensure that the Plan's
policies, programs, and strategies are in compliance.
- Ensure that the Plan meets or exceeds the requirements of the
State Department of Health Care Services (DHCS) and the Department
of Managed Health Care (DMHC) regulations.
- Ensure the privacy and security of PHI (Protected Health
Information) as outlined in the Plan's policies and procedures
relating to HIPAA compliance.EDUCATION
Master's degree - Field of study: healthcare, business, public
administration, or a related field, and related leadership
certification is highly desirable.EXPERIENCE/SKILLS
Must have at least 10 years of progressive leadership experience
within the healthcare field, and at least five years senior level
management experience in a complex managed care organization, large
health system, or health plan. C-Suite experience is highly
preferred (i.e., Chief Executive Officer, Chief Operating Officer,
or Chief Medical Officer level) in a similar type of
organization.SPECIALIZED KNOWLEDGE/SKILLS
Experience working with safety net providers and the healthcare
issues of vulnerable (at risk and disadvantaged) populations, and
some exposure to working with a public agency to ensure the Plan
remains a recognized leader and advocate for improvements in public
programs and public policy.OTHER ABILITIES
- Is a flexible and collaborative leader with a record of
building successful partnerships with other organizations.
- Possesses well developed conflict resolution skills and is an
accomplished negotiator and facilitator.
- Must be a dynamic and politically astute leader who can
engender the trust and confidence of employees, customers,
regulators, providers, and all stakeholders, and is able to relate
effectively with people at all levels.
- Comfortable as the spokesperson for the organization and being
actively involved in the community.COMMITMENT TO TEAM CULTURE
The CEO is the Plan's "Team Leader," and they must continue to
support and maintain a strong Team Culture. A Team Leader
demonstrates support of the Culture by developing professional and
effective working relationships that include elements of respect
and cooperation with Team Members, Members, Providers, and external
associates.PHYSICAL REQUIREMENTS

- Working evenings, weekends, and holidays, when needed
